At City & Guilds, we work in collaboration with a wide range of key industry experts and employers to ensure the skills employers need are met for a more productive workforce.

To demonstrate our commitment to meeting employers' needs in the Building Service Engineering industry, we formed our Employer Industry Board (EIB).

The EIB comprises of employers, professional associations, and other sector bodies and specialists to ensure our products and services are fit for purpose and meet the requirements of our industries.

Barlow's Electrical

David is the Chair of the Electrical Standards and Governance Group which oversees the Electrical Apprenticeships in England, and decides the future of training, providing routes for young people to further their electrical careers through the IET.

His passion for the sector, and training the next generation of electricians, is still as strong as when he embarked on an electrical apprenticeship in 1966.

He was born in Chester and educated at Chester Grammar School and the University of Liverpool and holds an MBA, MSc and MA. In 1966, he began his electrical apprenticeship at West Cheshire College on the Craft B course, achieving his full technological certificate in 1973. With his brother, they have built an electrical contracting business from 5 staff to 500 staff.

Graham Smith

National Grid

Graham’s current job role is Development Specialist (Electrical) for National Grid Gas Transmission. He is responsible for delivering and managing all the electrical training for the Gas Transmission side of the company. Before National Grid, he was an Electro-Technical Lecturer at Lincoln College. This included IQA (the old IV) duties and assessment (A1) within the relevant City and Guilds qualifications and frameworks.

His ‘hands on’ experience is contract work for the MOD and Prison Service, to include hazardous areas (Bulk Fuel Interceptors) and 11kV maintenance. He completed an Indentured Apprenticeship and gained Approved Electrician with JIB; and he is now MIET.

Hoare Lea

After graduating with a Masters in Mechanical Engineering from the University of Liverpool, Jemma has been working for Hoare Lea since 2014. Hoare Lea is an award-winning engineering consultancy with a creative team of engineers, designers and technical specialists. They provide innovative solutions to complex engineering and design challenges for buildings. Irrespective of the scale or complexity of a project, They provide a full range of MEP, environmental and sustainability services, bringing buildings to life and ensuring that they perform in operation as well as they look.

She has a wide range of experience from refurbishments to new builds and designing HVAC, gas and domestic services systems. One of her roles within the Manchester office is to manage and support all of the work experience students and summer placements.

She has been the Regional Secretary of the CIBSE North West committee since 2017, joining the CIBSE Careers Panel in 2019.

Jerry Whiteley

Chartered Institute of Plumbing & Heating Engineering

Jerry started out as an apprentice Plumbing and Heating Engineer and gained his Advanced Craft.

He has worked across just about every sector of the industry. From home extensions to hotels, factories to airports. His experiences range from Gas/LPG, Oil, steam, compressed air, commercial and domestic heating/ hot & cold-water systems. His passion is leadwork.

He spent 15 years being self-employed before a career in teaching and learning. He has made a difference to others through teaching & learning in many roles, Teacher, Curriculum leader, Head of Department across many Further Education establishments.

As the current Technical Manager at CIPHE (Chartered Institute of Plumbing & Heating Engineers), he is able to offer his vast experiences to help in a strategic role for the whole of the industry. He will also be the 2021 Head Judge for the HIP Learner of the year.

Mark Duffy

CORGI Technical Services

Mark has over thirty years’ experience in the building service and compliance industry, joining British Gas in 1990 as an engineer on the emergency response, commercial and domestic teams. After eight years with British Gas, Mark worked as an engineer and quality technician before developing and managing his own gas, plumbing and heating business in 2000, working with clients including the NHS, social housing, commercial and private sector clients.

In 2009 Mark began teaching in building services specialising in gas, water, renewable services, Health & Safety and developed into a fully qualified teacher, assessor and quality assurance manager for several awarding bodies as well as both gas and water competent person schemes. Mark contributed towards the development of ACS training centres and other building services qualifications, he is also an Eng-tech member of IGEM and member of IOSH.

Mark returned to project management within the industry in 2016, working with both social housing organisations, contracting companies, project managing and quality controlling multiple areas of compliance and technical operation.

Mark joined CORGI Technical Services in 2017 and was part of the CORGI Technical Services team that carried out the investigation and report for the gas infrastructure within Grenfell Tower following the fire. Responsibilities include compliance risk management, technical support and training and assessment in the main compliance areas within social housing, Facilities Maintenance and domestic and commercial sectors.

Neil Rooney

Elekta

Neil’s current job role is a Senior Medical Facility Design Specialist, part of the order fulfilment team at Elekta. They produce specialist drawings for medical equipment capturing all aspects of the construction required, including Mechanical and Electrical design and active engagement with customers and contractors on how to effectively deliver new or refurbished installs. He has previously worked as a Mechanical consultant on a wide range of projects before specialising in the medical field.

Troup Bywaters + Anders

In 2017, Neil became Chairman of the London Apprenticeship Ambassador Network and he continuously encourages other businesses to join and grow their apprentice intake. He has a particular ambition to expand the London network so that even more young people get the opportunity to become apprentices as he did when he started his career.

Neil was the Managing Partner for TB+A up to 2015, expanding the practice nationally during his tenure. He formalised their apprenticeship scheme in 2010 and subsequently acted as the Chair to develop approved, Level 3 and Level 6 Building Services Design Trailblazers.

The practice’s apprenticeship scheme has won numerous awards and their apprentices have also been recognised individually for their outstanding achievements. Separately, TB+A are an IiP Platinum Champion employer guiding other organisations to deliver best practice in People Management and hold the coveted Princess Royal Training Award.

Neil is also involved in numerous external groups such as the national Technical Apprenticeship Consortium (TAC/ ACE), CIBSE and BESA’s Education Committees, GLA Skills for Londoners Apprenticeship Sub-Group and working groups with Eng Council looking at apprenticeships.

Convections Ltd

Nigel started his apprenticeship in 1980 with a local building firm as an apprentice Plumber. After completing his apprenticeship he moved to various firms to gain other experiences, in the early 1990’s he started his own business as a sole trader and things grew from there and resulted in forming convections ltd in 2003 which is where he is now.

A traditional Plumbing & Heating company they cover many different types of contracts such as working with the likes of the National Trust on properties within the Somerset region. A Region which hosts a number County Estates. Nigel is currently the Managing Director but remains very hands on, leading from the front and enjoys being on the coal face “working out of the van” because as most people seem to forget his qualifications are as a Plumbing and Heating Engineer.

As a member of CIPHE (Chartered Institute of Plumbing & Heating Engineers) and gaining the title of EngTech (LCGI MCIPHE RP) and Master Plumber he is still actively involved within Vocational Education working across the sector with various stakeholders.

Richard has an engineering background with career developments in designing, teaching, business management techniques, R&D and plumbing & electrical installations for renewable technologies. He created a start-up company Heat Engineer Software Ltd and he is also a College lecturer in Mechanical Engineering.

Specialities: Creator and Technical development of Heat Engineer Software Ltd. College lecturer teaching BTEC Engineering Levels at 2, 3 and HNC.

Industrial experience: Project Engineering, Business development, Renewable Energy, RHI applications (Ofgem), MCS standards, Ground Source Heat Pumps, Air Source Heat Pumps, Biomass, underfloor heating design and installations and Solar PV. Troubleshooting, Project Managing, Organising Events, Delivering presentations, 3D CAD Engineer, Teaching Heat pump installations and 3D CAD.

Stephen Carroll

Interserve Group

JIB Approved Electrician, Stephen completed an apprenticeship in electrical installation working in contracting for over 15 years, eventually becoming a Contracts Manager at a large M&E contractor.

In 2003, he took the leap into training and assessment with JTL, initially working as an assessor (A1) and then an internal quality assurer (V1) and becoming the Lead IQA in the electrotechnical sector of the company.

In 2016, he took up his current position of Apprenticeships manager at Interserve. Dealing with all types of apprenticeships ranging from Electricians, Plumbers, Heat and Vent Engineers to Construction Managers, QS’s, Carpenters, Property Maintenance Operatives, and Business functions including Admin, HR, Finance and Procurement.

He is very keen to promote apprenticeships, improve quality and to simplify them wherever possible to enable more employers to see the benefits to them, the apprentices and the wider economy.
